It runs to the effect that the colonies had small public debts and light taxes, while both the public debt and taxes were heavy in Britain, and that the Americans, being protected by the British army and navy, were obligated to help pay their share of the cost. Considering precedent in London, on the Isle of Man, on Jersey, in Ireland, and in common law, a strong constitutional case for taxation without geographical representation can be made. Some historians have argued that the new British policy can be defended on both constitutional and economic grounds. Indeed, Americans in London, including Franklin, assumed that although the innovations would be resented beyond the ocean, there would be no strenuous resistance. The men responsible for the great change felt that Britain was merely asserting its rightful authority, and they did not expect formidable opposition in America. The measures were largely new in fact if not in thought, and the whole of them was impressive. The many measures regarding the colonies undertaken by the Bute and Bedford-Grenville ministries, together with those of the period 1759–63, collectively meant that Britain had embarked upon a new colonial policy.
